The future of Gulf-African relations

The African grassroots perceive that the Gulf public has neither paid attention to nor attempted to discover modern Africa, despite the deep-rooted historical ties between the two regions. It was only after 2015, with the emergence of certain security challenges affecting Gulf national security, that interest began to emerge.

Although Gulf-African relations are historically longstanding and well-acknowledged in African consciousness, several obstacles hinder their development. From an African perspective, contemporary Gulf-African relations are largely confined to investment and trade exchange. While there has been some political engagement, there remains a notable lack of Gulf understanding of key societal realities across Africa, which weakens the Gulf’s strategic vision for the continent.

Based on our field experience across diverse African societies — with their varied cultures, religions, and ethnicities — African elites close to policymaking circles view Gulf interests in Africa as “temporary” and not founded on long-term strategic frameworks. This is largely due to differing political visions among the Gulf Cooperation Council (GCC) states.

The Gulf’s limited awareness of African history, geography, and complex internal structures risks negatively affecting the future of Gulf-African relations — relations that demand a deeper comprehension of the continent’s realities before any meaningful engagement can be forged.
